I have a region block set for Russia on my network and am unable to access the site, what or how are you pinging, nslookup pulls a Russian data center public IP , I’d be glad to post the public ip if you’d like but iplocation.net shows Russia location as well.
I don't know what "look ups" you're using. Vimm.net is registered with Cloudflare and has its info redacted, and the IP is routed through proxy services as well (when I pinged it just now, it came up with a cloud server in the UK).
As far as I'm aware, the Vault itself is still self-hosted in the United States. The redactions and proxy redirects are undoubtedly for privacy and security reasons.
