I may buy a new 360 at that price.

Mine died about a year ago and I never bought another. MS implemented the 4 year "3RLOD" warranty as SOON as my warranty expired, and I had already tampered with it myself trying to fix it.
I actually had it working for another 5 months or so, but it crapped out on me again. People try to blame most 360 failures on overheating . However I think the 3RLOD problem is caused by the soldering that connects the CPU and GPU to the mainboard.
MS released a new 360 revision using a 65 nm fabrication process that was supposed to reduce 360 failures. Last I heard there is still a 15% failure rate among the new consoles.
Still, $199 is a good price point since I still have my old harddrive and controllers. As long as MS continues their 3RLOD warranty I'll have no need to tamper with this one.

Looks like rumors that Microsoft would drop the price of their 360 systems in September are coming true. Xbox 360 Arcade will be $199 while the Elite System will be $399. Might be for one week only though.
Here's a scan for next weeks Wal-Mart Ad (360 Arcade w/ 5 Arcade games):
