Have you tried searching on Myrient?
Personally, I was able to find Persona 4: Dancing All Night on this site.

Honestly I'm struggling to find reliable sites with the vita rom I'm looking for. Most sites don't seem to prioritize it, or maybe I'm blind. I've been trying to find Persona 4 Dancing, but all the sites I go to for roms don't have it
