Different emulators have different keys mapped to emulate the buttons. You can check the menus to see what they are. For online emulators, scroll downwards to see what keys emulate the buttons. - Tricob. "Glass Tiger for life! "

It sounds like enter is mapped to the start button. If you press Start on an empty save file, it lets you enter a name for the file, but if you don't enter any text then it won't save the file and pressing Start again will just return you to the save select screen. If you do enter a name (using the D-pad and the A button), then pressing Start will save the file, after which you can press Start again to start playing on that file.
