Blocking high risk ads

I've done some digging and I believe this is called a "high risk" ad - one that's intentionally deceptive or misleading. Advertisers categorize their ads so I've contacted all my advertisers and asked them to block high risk ads. Hopefully that will put a stop to this.
So I got it to pop up again. I only get one shot at it and then it doesn't appear for a few days.
The pop up ad triggers on the first visit to the page of the first game title a user navigates to. Then it's gone, not appearing afterwards on subsequent visits or different pages. Something about the trigger is watching to only pop up once for unique users, probably to make it hard to report.
