Are you sure you downloaded Black Ops for the US region and not Canada? Black Ops for the Canadian region only had French language support.

BO1 wii version is listed as USA but is stuck on french when opened on console. crying my eyes out because i dont speak this pigeon language and the alternative is torrenting. please oh holy god someone help me.
