It is not missing; the OG Streets of Rage/Bare Knuckle did not have regional ROM variants. Instead, the game would detect which region the console was set to and change the intro (and a single voice line later in the game) accordingly. To play the game in Japanese, simply set your emulator region to NTSC-J.

I have searched for Bare Knuckle game (name for the game we know as Streets of Rage in Japan) for the Mega Drive/Genesis, but I have only found Bare Knuckle III. Bare Knuckle I and II are missing from The Vault.
I also found prototype for the Bare Knuckle III, as well as II. But the final releases of I and II are nowhere to be seen. Would like to request adding these games, which will help and appreciate the retro gamers like me!
