If it's a disc-based game, submit it to Redump. If it's cartridge-based, submit it to No-Intro. Then it can be verified and added to the database. If it's a system that doesn't have a vault on Vimm yet, Vimm will have to go through the additional step of creating a vault for it or merging it into an existing vault. Otherwise, the appropriate vault will automatically generate a "missing" slot for the entry and you'd be able to upload it here once the database has been synced.
And in any case, you should probably upload it onto the Internet Archive if it really is rare and the first dump on the internet.
What if someone has a rare and first of its kind ROM dump for lets say a decently popular single game device from the 90s. How would one hypothetically get it in the preservation fault?
