Only one SNES emulator unlocks the Special Circuit; the other one doesn't. It's been so long since I played S.P.O. that I don't remember which emulator it is. :-( But if the game doesn't unlock the circuit in the emulator you use now, try the other one; there's SNES9x and ZSNES.
And Saved Game States do work in most SNES games. Just not in Super Punchout. :-)

Hey I made a new player and went 12-0 with no save state and still didn't unlock the circuit. Do I have to redownload the rom? Or does it just not offer special circuit?
