Ok, I actually figured it out, I had to go to properties, advanced and run it as administrator and it worked? weird.
I haven't heard of that error before. That file's not part of the installation and when I run SNES9x for the first time it creates it. Since you're getting an error making it, is it possible your SNES9x folder is read-only?
