Try the Fusion emulator, which emulates SMS, Genesis, Game Gear, and Sega CD. The newest version has the greatest Sega emulation you'll find in Windows-based emulators.

You might need the system ROM to get SMS emulation working, but I can always send that over to you if you don't have it. :-)
