Looks like this is a common issue with FF7. It can be corrected by changing the default graphics settings. In ePSXe, select Config -> Video -> Configure, then under "Compatibility" set off-screen drawing to "3". That'll get the battle menu showing. To get the battle swirl working, check out the "Special game fixes" section.
i had the same problem with it so i just went and got a torrent of the iso its a little choppy on the video but the rest runs smooth and you can see the menu bar in battle
