The reason the game "chops around" is because the "priority" of the SNES9x program is changed when you open up another program, like Firefox. This sets the SNES9x program from "foreground" mode to "background" mode. By default, programs in "foreground" mode run much better than programs in "background" mode.
You can change these settings through the Ctrl+Alt+Delete menu (if I'm not mistaken), by right-clicking the program. It'll probably cause the Firefox program to crash though, possibly along with SNES9x. Pretty much a useless setting, IMO. :-/

Oh, i forgot to mention, if i hit alt then alt again it goes back to normal. This gets annoying though because I don't wanna sit through dialog/battles when I've beaten the game like 4 times.
