Final Fantasy VIII Battle Mode

So, maybe I'm just missing something in the game itself, but when I'm in battle mode, nothing shows up. When I say nothing, I mean my combat options, atb bars, health levels. I get the characters, and I can attack but all I can do is attack. I can't draw, use magic, use items, use gf's. And even when I have my atb set to wait, it doesn't seem to be waiting. Is this just a problem with the rom or emulator? I reviewed the game manual to make sure I'm not supposed to be turning anything on or off. Also to note, using select does nothing and using start pauses, but doesn't give any of the help info the manual says it should. This is my favorite game and I'd love to play it, but inability to do anything while fighting makes me sad :( Please help!
