What OS are you using? Is it Windows 7 or Vista? I know it'll often do this to people. Due to Read Only issues, the files actually do still exist, but the disk cache still says they don't. To quote AVGN, that's bulls***. :-)
Try rebooting and see if this fixes the problem.

I downloaded both Playstation emulators before and then removed them. I now can Download them but not install them as it says the file already exist which after a long search I know doesn't. It's says the file already exists click ok to replace it or cancel neither do anything. Please help!!!!
