Windows Vista and Windows 7 will do this normally, so make sure the folder with the game isn't "read-only". You'll also get this error if you're running the game from a CD-ROM or DVD.

Are you running the ROM from the zip file? Try extracting the ROM and run that. I think it has something to do with write-permissions and the ROM being in a temp folder when run from a compressed file. I don't have Windows 7 so I can't be entirely sure that's what it's doing.
