This isn't something I'm anxious to suggest, but have you tried downloading Project64 from a different site?
I know some anti-virus utils shield against any executable that has one of several particular names, such as OVERKILL.EXE (this was a DOS-based game released back in the 1990s, but apparently is more recently known as a virus of some sort).

And yes, I am using the 1.3 version of Mupen64; sadly I don't have a controller for me to play on. I thought about getting one to use but *shrug*
I tried to use Project64 (was my first choice) but each time I downloaded it my virus protector would delete/block it due to some kind of virus.
