Star Ocean is one of those games with a custom chip that wasn't emulated for a very long time, and without it all the graphics are garbled. I believe SNES9x 1.53 supports it. If not the latest development build of ZSNES surely would.
The title screen is animated. Is it moving? Is there sound?
Does input work on other games?
I've personally never had a problem with the game. Unless he updates his ROMs I doubt it's the copy. Which would suggest the issue is with the emulator, your system, or somewhere between the chair and keyboard.
