There is, in fact, an emulator like that. It's called MESS, a successor of the arcade emulator MAME, and it supports a lot of systems. However, it's still unable to support a significant amount of other systems, even fairly old ones such as the PS1 and the Sega Saturn. They keep working on it and the idea is to make it eventually support more and more, and possibly every system out there.
The reason why a single emulator doesn't support everything (with exceptions like MESS) is that it's extremely difficult to implement every single hardware's framework. It might not seem like much, but every system works differently, even ones with similar specs. What emulators do is try to, well, emulate how a certain kind of hardware works through a lot of clever programming and make-shift measures. As you might have known though, they still can't reach 100% accuracy and compatibility, even in the best emulators that focus on accurate emulation. So imagine how tremendously difficult it would be to try and squeeze in all sorts of different systems from all sorts of time periods. Or even just the PS1 and PS2, because it's easy enough to leave in some PS1 hardware inside a PS2 for the sake of backwards compatibility, but emulating that feature is a whole different thing. Even then, though, PS1 games can have some notable issues when played on a PS2.
PS2 has its own emulator, which is (I think) PCSX2 or something to that effect. I've heard it's fairly good. If you'd like to play games well, though, you'll just have to grit your teeth and bear with downloading lots of emulators.

can ePXSe play ps2 games and if they could that would be better instead
