Yes exactly, Playstation 1 ROMs will come with a .cue file as well. Both the .bin and the .cue files are needed to run the ROM. Nothing more.
What console ISO/ROM are you downloading? If it's PS1 or PS2, then they usually have extra files that come with them, not sure what they do but you should probably keep them in the same file.
