IPS.exe does the same thing as this program. Try it and it'll work, trust me. But I guess if SNES Tool is too complicated for you, you can use IPSWin.
That's different from waht I was told to do for SNES patches. THe patch I want to use is for the GBA game Tales of Phantasia. IN the readme file of the patch it said to use ips.exe but i don't know where to find it and google isn't really helping me.
