Well, it's a bit outdated, but you should still be able to run games on Dolphin with those specs.

Some things to check:
Did you unzip the games first?
Have you tried closing other programs that might be running in the background and causing issues, such as browsers or security software?
Do you have the latest version of Dolphin installed (2503a)?
Do you have the latest graphics drivers installed?
In Dolphin's graphics settings, have you tried switching from OpenGL to Direct3D 11 or vice-versa? (Make sure it's not set to Direct3D 12, as your card doesn't fully support DX12.)
Your specs aren't good enough for any upscaling, so make sure the internal resolution in Dolphin is set to "Native".
