That's correct; the console was pulled from production in the 1990s, due to unsatisfactory sales. Since then, the ROM for the console has been released for free by the Jaguar's current copyright owner. A number of Jaguar game dumps are still ESA-protected, though.
Anyway, I'll give Towers II a search myself. :-)

Yeah I can't seem to find it either. I wonder if it was never dumped or something since I'm seeing what appears to be complete sets, but it's not listed. I'll keep looking, but I doubt I'm going to find it.
