Super Punch-Out Special Circuit

I have beaten all the 3 other circuits and im 4-0 on all of them. I used save state on the final boss. The special circuit is not unlocking.

Is it because I have to make a new name and go 12-0 without losing once?

Or because I used save state?

Or did they forget to include the special circuit?
