I believe this means you need to install DirectX 9 to run the application.  Windows Vista does not support such a version;  its oldest "legitimate" version is version 10.  :-(

I downloaded the VBA-M Gameboy emulator multiple times and every time i try opening it, I get an error that says " This applications has failed to start because d3dx9_42.dll was not found. Re-installing the application may fix this problem. I have re-installed it many times with no success. I am using Windows Vista.
