I'm not really familiar with the game but I heard that the special circuit does unlock but only if you: 1.  beat the three circuits without losing even once.  2.  You CANNOT use any cheat codes at all

there's also some question about whether or not you can or cannot use save states.  Also, if you're playing it on Snes9x for the PSP you need to make sure the SRAM saves and even then it still might not work.

Not that it will make a difference but here are Super Punch Out! ROMs US, Europe, and Japanese releases in case anyone wants to test this theory (I'm WAY too lazy to do it myself, especially without cheating).

Sorry to tell you this, but no crack is available yet that allows you to play the Final Circuit. The ROM behaves this way in both ZSNES and SNES9x because the game is copy-protected.

I'm not happy about this myself, believe me. I really like what I've played of this game. :-)
