There's at least one YouTube video about installing and using it (though you can skip the bit about filters unless that's your thing). It's a great emulator without any faffing about. The guy made his own BIOS for it and the compatibility rate is very high. I've had one or two games that I don't know how to run yet, but maybe I'll figure that out. It's quite simple to use and there's not much configuring to do.

Haven't heard of Xebra before, how does it compare to ePSXe? Focusing on accuracy is always nice to see but it seems the author's site is in Japanese so I can't read it. Sorry I can't help with your problem but perhaps someone else can.
